Rosalia Phipps has served Jamaica as an accounting professional for over 40 years. 

Her role as Principal Finance Officer (PFO) at the Ministry started in March 2021. Prior to that appointment, she operated for most of her career at the Office of the Prime Minister (OPM). 

Mrs Phipps started at OPM in 1982 at the clerical level in the accounting department. She earned promotions up the ranks as purchasing clerk, cashier, payment officer, final accounts to director. 

She was elevated to the role of PFO in 2008 and functioned until 2021. 

A Camperdown High School alum always intrigued by balance sheets, Mrs. Phipps completed her Bachelor of Science Accounting degree from the University of the West Indies, Mona Campus while working at OPM. 

Mrs. Phipps is easy-going leader, always willing to serve and listen to all who enter her office.
