Industry Divison

The Industry Division is one of five technical Divisions within the Ministry of Industry, Investment and Commerce Jamaica’s Business Ministry, which is responsible for development of the productive sector- Manufacturing, Services, Scrap Metal, Medical Cannabis, and other Emerging Industries, primarily through research, policies/ programs/ projects, and business support services.

The Division supports and facilitates

The development of globally competitive industry structures.
The expansion of local industries, export development and diversification.
Initiatives geared towards business facilitation through streamlining business approval processes and rectifying bureaucratic inefficiencies.
The identification of business opportunities to help increase the participation of the productive sector in the global value chain (GVC).

Functions of The Industry Division

Monitoring of portfolio agencies- Cannabis Licensing Authority; Antidumping & Subsidies Commission; and Jamaica Intellectual Property Office.
Facilitate the administration of select business processes relating to scrap metal special permits, and manufacturing status-productive input relief (PIR).
Conduct research to inform policy direction for sector development.
Lead in the development, implementation, and monitoring of policies/ programs/ projects, and other initiatives for sector development.

Services of The Industry Division

Application for Manufacturing Status under the Productive Input Relief (PIR), Fiscal Incentive Regime

Application for Manufacturing Status under the (PIR), Fiscal Incentive Regime’ system provides for benefiting manufacturing companies to receive duty free importation of raw materials, intermediate goods, packaging items and capital equipment. Application for Manufacturing Status Fiscal Incentives (under the PIR – Fiscal Incentive Regime).

Special Permits for the Export of scrap metal

The Trade (Scrap Metal) Regulations 2013, restricts the export of certain scrap metals (e.g., copper or railway tracks) without the prior approval of the Minister of Industry, Investment & Commerce. Individuals/companies seeking to export must apply for the permits. Application Process for Special Permit to Export restricted items (e.g., scrap copper). Letter of request for a Special Permit to export scrap copper material submitted to the Minister by Exporter.

Note: Special Permits are valid for only one shipment.
