Mr. Dwayne Haynes is a government technical administrator and advisor. 

He holds a Bachelor’s of Science in Management Studies and a Master’s of Science in International Public & Development Management. He previously served MINISTRY OF INDUSTRY, INVESTMENT AND COMMERCE as the Director for Technical Co-ordination and Monitoring in the Executive Office from **** to ****. 

Prior to this, he served as the Senior Negotiations Officer for the Ministry of Finance and the Public Service where he helped to manage and lead high-level negotiations of government loans, grants, and technical assistance from Jamaica’s various International Development Partners such as the Inter-American Development Bank, World Bank, the respective United Nations agencies, US Agency for International Development, Japan International Cooperation Agency, and United Kingdom’s Foreign, Commonwealth & Development Office. 

He is also a Board Member for the National Compliance Regulatory Authority (NCRA) as well as he serves as the (Global) Alumni Representative for The University of the West Indies, Mona.
